Scam rocks Art and Culture department, two arrested

ITANAGAR, Feb 9: In a major breakthrough, the Capital police has arrested two fraudsters for their alleged involvement in a forgery case amounting to Rs 2 crore 50 lakh. According to the report, an FIR was lodged on February 8 by Remo Kamki, Director Art and Culture, Naharlagun alleging that some unknown persons have forged his signature to get fund sanctioned against Kurung Kumey district. In this regard a case No 19/12/ U/S 120(B) 468/471/342 IPC has been registered in Naharlagun PS.

The arrest led to startling revelation as police unearthed a major forgery case. As the two fraudsters started spilling beans, it was revealed that Oshon Borang, District Art and Culture Officer (DACO), Kurung Kumey is the main alleged kingpin of the case. He is allegedly absconding at the moment.
While talking to this daily, Capital SP Hibu Tamang informed in details about the case. “During the investigation it has been found that Hilarius Tirkey who is well versed in computer knowledge forged signature of director. Dhania Verma being staff of art and culture knew very well about internal matter of department and together three of them made a good team,” informed SP. He further added, “As per interrogation we have found that from November last year itself they made detailed plan. Finally in January this year after getting clearance using various fake documents, they managed to get fund sanctioned. They withdrew Rupees 2 crore from treasury office, Hapoli.
In the meantime, some well wishers informed Director Kamki about this case. He had no idea about it and immediately lodged a case at Naharlagun PS.”
The case is quite similar to Anini treasury heist case which had rocked the state two years ago.
The incident leaves many questions to be answered. How come department of Art and Culture did not have any knowledge about such big scam going within its own department
There might be many more scams in various departments. As the financial year is ending many government officials might use such tactics to loot government money. It is time state govt starts strict vigil in this regard. Capital police also need word of appreciation for their prompt action in this case.

Orientation Programme for MLAs gets underway
NAHARLAGUN, Feb 9: If you believe the Chief Minister of the state, Arunachal Pradesh Legislative Assembly is the best in the entire country. Nabam Tuki said this in his inaugural address at the Orientation Programme for Parliamentary Secretaries and MLAs at Nokmey Namati hall here in the Assembly Secretariat today.
Justifying his claim, Tuki said “Despite having representations from different ethnic communities, we set an example for being the most disciplined house. We have maintained the highest of tradition towards a healthy democracy and will continue this legacy to strengthen the largest democracy in the world”. The two day programme is being jointly organised by the Arunachal Pradesh State Assembly Secretariat and the Bureau of Parliamentary Studies and Training, Lok Sabha Secretariat New Delhi.
While lauding the Legislative Assembly for maintaining the ethics of Parliamentary Democracy, the chief minister informed that the house respected each and every member irrespective of their Party affiliation and gave equal opportunities to participate in all business and debates.
“A legislature has to exercise internal vigilance over the use of public money”, chief minister asserted. He advised his legislator colleagues to make constructive criticism of the faults of the administration wherever required so that the people’s money is spent in a prudent manner underlining the policies approved by the legislature.

In his welcome address, State Assembly Speaker Wanglin Lowangdong deliberated on the need to organize such programme for making the legislators aware of their responsibilities paving way for a strong and vibrant legislature. He was of the view that in order to bring the executive and the government accountable to the legislature and to ensure legislature’s control over the executive, such kind of orientation programme is to be conducted in regular intervals.

ITANAGAR, Feb 9: Chief Minister Nabam Tuki, who is also holding the Ministry of Public Health Engineering & Water Supply Department while attending a review meeting of the Department on Feb 8 advised the department to incorporate all probable future growth especially on account of likely population growth due to hydro power projects and anticipated industrial growth in the department’s planning. He further advised the department to ascertain the priority of projects to be taken up in the subsequent years under various programme of the centre.

Going to musical event is fun, especially when it is a Rock Concert. The excitement starts the moment you hear one coming to your town.
Alien Gods, a death metal band from Itanagar was in Roing town to perform in Red Rock Fest, a Multi Media Campaign on HIV/AIDS organized by the Arunachal Pradesh State AIDS Control Society (APSACS).
The concert day was a beautiful balmy evening. School children, government workers, public and youths filled the general ground at the centre of the town offering a lively multicultural ambiance. The local troupes Tribal Theory, Acoustica and Chaos were in the row too.
It was my first metal concert, and I had never heard about Alien Gods before. This was perhaps because I occasionally tuned into this genre of music. Yet I was excited!
The show began with hard rock numbers by Tribal Theory. The music ascended thereafter to higher decibels. And then the much awaited, Alien Gods burst into the beat.
Oh my gawd! I felt blood rushing to my veins, climaxing to my heart and exploding
into a million thunder beats. The beat of my heart then permeated the whole body.
The head bangers were mostly the teenagers and people from 20-
I remember on different occasion, in similar rock shows, the audiences were bemused with screams, loud drums and massive guitar sound. Unexpectedly this time the crowd had hearty time.
When music ended, it signaled like a break for every one of us to return to normal state. Tashor Pali, Deputy Director (IEC), APSACS then climbed on stage to say the most important thing about Red Rock entertainment: “Spread HIV awareness and help stop the disease spread.” He urged active teenagers and young adults to learn their status and get tested.
HIV cases have been on the rise in recent years in the state. Lower Dibang Valley is also in the HIV radar after two cases were detected last year. Given the steep rise of HIV cases in the state, musical campaign is the best way to reach out to youths, as they are the most vulnerable.
During breaks, APSACS representative read out their messages to the audience, “Use condoms and avoid multiple partners.” The crowd unmindful of age and gender population present repeated the message that reverberated in the audience. A group of girls yelled: “Be faithful to your partners!”
Amusing it may seem, but the rock concert, filled with fun yet enlightening, made the HIV/AIDS awareness message explicable and unthreatening.

The discussions concentrated on the role of tour operators, nomination for participation on national and International events, rural tourism, promotion of home stay, campaign clean Arunachal.
Presiding over the meeting, tourism Principal Secretary G N Sinha exhorted all the officers to make all out efforts on preparation and implementation of tourism development projects.
Emphasizing the need to take up innovative tourism projects under PPP mode, Sinha further said the newly revived District Tourism Development Committee under the chairmanship of the Deputy Commissioner should seriously think about implementation of innovative tourism projects. Tourism officers of respective district should compile all tourism related data for visiting tourists, he said. He informed that Arunachal Pradesh has been rated as one of the top ten tourist destinations in the world.
Tourism director A K Singh highlighted the framework of the plans, programmes and strategies for the twelfth Five Year Plan through power point presentation. He stated that tour operators association should be consulted in formulating tourism development projects. There is an urgent need to strengthen the structure of tourism cell in the districts, he said. The tourism officers also wanted that their pay scales be enhanced making it at par with their counterparts in other departments.
Joining the conference on Feb 9, Tourism Minister Pema Khandu and Tourism Parliamentary secretary P D Sona held a detailed discussion with the members of the Arunachal Pradesh Tour Operators Association. They assured them of their best cooperation for promotion of tourism sector in the state.
MLA Phurpa Tsering and Kumsi Sedisow also spoke on the occasion. They called upon the tour operators to explore the hidden tourism potential of Arunachal Pradesh and come out with a clear vision.
Meanwhile, the APTOA headed by John Panya submitted a memorandum to the department.
Assistant Tourism Director Bengia Manna Sonam requested all the officers and tour operators to work united with a renewed zeal and promote Arunachal tourism.

ITANAGAR, Feb 9: Kigi Youth Association expressed their displeasure at the BSNL authority for their failure to provide mobile phone services in the area.
It said that BSNL mobile tower was installed at Kheel/Geram since one year back. But the authority could not materialize the mobile services till today. It appealed to the BSNL authority to look into the matter within one month.
Union demands transfer
ITANAGAR, Feb 9: All Arunachal Yongster United Federation (AAYUF) has demanded transfer of NRHM Mission director alleging his involvement in illegal appointment and transfer and posting.
In a complaint letter to Health and Family Welfare Minister, the Union said that the NRHM director has misused the official power by appointing ANM and Data assistant for ASHA resource centre illegally. He had also made transfer and posting of officers without consultation with the state government, the union further claimed.
Moreover, the union said, after his induction in IAS cadre the Mission director should relinquish the post which is meant for APPSC cadre.
The union further gave 20 days time for cancellation of all alleged illegal appointments and transfer of the Mission director.

ITANAGAR, Feb 9: The GB of Komkar Village, Upper Siang District Alop Yao was allegedly electrocuted to death at his village yesterday.
He is survived by four sons and two daughters.
Late Alop was a good orator of Upper Siang district and his untimely demise is a great loss to the people of Upper Siang.

Bandh declared illegal
ITANAGAR, Feb 9: The Capital Complex Deputy Commissioner cum district magistrate has declared the 12 hours capital bandh called by the All Arunachal Pradesh Border Students Union (AAPBSU) on February 10 illegal.
In an executive order the capital magistrate said that violation of the order shall be viewed seriously and damage or destruction if any shall be recovered from bandh callers.
Earlier, the DC had prohibited forceful collection of donation, selling of lottery tickets and calendars by any organizations.
CoSAAP voices against APST attack
ITANAGAR, Feb 9: Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has expressed strong resentment against burning down of APSTS buses on February 4 by unknown miscreants. Terming the incident as barbaric and uncivilized, CoSAAP has extended full support to the demands of All Arunachal Pradesh State Transport Employees Welfare Associations (AAPSTEWA). Tabe Bote Ogom Dai passes away
ITANAGAR, Feb 9: Veteran Tabe Bote Ogom Dai passed away at his residence at Balek village, near Pasighat yesterday. He was 79 yrs and is survived by his wife, three sons and two daughters.
Late Ogom Dai was the founder Tabe of Donyi Polo Yelam Kebang (DPYK). His services to the society as Tabe Bote were laudable. He was also the Head Gaon Buda (HGB) of Balek village.
He had visited Japan to participate in Post Indian Festival with cultural troupe from Arunachal Pradesh in 2002. He spent 4 months in Japan. Their team demonstrated the cultural dances of Arunachal Pradesh in OIke, Tukama and Miigata in Japan.
Meanwhile, Central Donyi Polo Yelam Kebang in a condolence meeting expressed deep anguish at the demise of their Tabe Bote Ogom Dai. Speaking on the occasion, Tajom Tasung, General Secretary, Central Donyi Polo Yelam Kebang said, “Late Tabe Bote Ogom Dai was one of the Pillar of DPYK and he was closely associated with Golgi Bote Talom Rukbo in the initial period of the movement. His services to DPYK and the society would not be forgotten. He also extended condolences to the bereaved family members of Late Dai.
APTJCEU defers bandh
ITANAGAR, Feb 9: Arunachal Pradesh Tribal Job Contract Employees Union (APTJCEU) NEEPCO Ltd has decided to defer its proposed 72 hours bandh call from Feb 16 till March 5. This decision was taken in a joint meeting of the representatives of the union and PHEP and other officials today following an assurance of the NEEPCO higher authorities to visit Itanagar to have a discussion on union’s demand.
The union observed its 1st phase 48 hours bandh at Pare and Kameng hydro project sites on February 6 and 7 in favour its demand for regularization of job contract employees who are serving NEEPCO with dedication for last 7 years.
However, the union threatened to go with its agitation in case of failure of the NEEPCO CMD to visit Itanagar as per assurance.

Indigenous people face health risk
According to UN report millions of indigenous people across Asia are facing health risks due to lack of awareness on medical issues. Moreover, statelessness deprives them of proper health facilities from governments.
Indigenous peoples defined by the UN as people with ancestral ties to a geographical region who retain distinct characteristics from other parts of the population rank disproportionately high in most indicators of poor health.

Lack of education, geographic isolation and prejudice marginalize Asia's indigenous populations, boosting their risk for preventable sexually transmitted infections.
On the other hand statelessness worsens the chances an indigenous person can afford healthcare. Almost four out of 10 hill tribe people in Thailand are not citizens and are, therefore, ineligible for national healthcare and formal employment.
To tribal peoples, the connection to their land is so fundamental and central to their wellbeing that removal from it is almost inevitably devastating, nutritionally, psychologically and physiologically.
It is time, the global forum formulate policy to bring closer the Indigenous people to the health care agencies so that they know about the health behavior of indigenous people for specific intervention.

The Upper Siang district headquarter is facing serious fuel scarcity, the people of the area is suffering in many manners, such as pending medical cases of numerous patients, stoppage of public buses and other means of transportation. The govt. officials on duty are facing inconveniences for many days and the scarcity of the fuel is hampering the daily wages earners too.
The Yingkiong Peoples' Welfare Association (YPWA) appeals the district administration to look into the matters very seriously and settle the problem as early as possible. The association also condemns the destruction of machines of lone fuel Depot functioning in the District Headquarter by the students' organization.
Students' union being the torch bearers of the society should think for the public wellbeing.
The YPWA also appeal the Adi Baane Kebang (ABK) to advice the society based frontier students' organization (AdiSU) on the mishaps that took place at Yingkiong in relation to Victory party organised by the President AdiSU.
The Students' uUion alleged M/S Libang Auto Agency of selling adulterated fuel, which is baseless. From the reliable source the information has been collected that no any single complaint was recorded against M/S Libang Auto Agency by the District Authority regarding fuel adulteration since from the beginning of the depot. YPWA also condemns the District administration regarding damages made to the Police Station, Yingkiong by the group of students during the incidence.

Dear Editor,
Through your esteemed daily, I would like to give a tour of Arunachal. This is a place where you can do whatever you want, no rules, no morality and lack of weighing things to its correct value. From baby food to recharge coupons, peon to CM, everyone does whatever they want to do without consensus. Then there are pressure groups in the name of tribes, region or whatever they can find. So that every now and then someone is calling bandh others gutting public as well as private property.
For instance, offices are burnt either for fun, misconduct or for not allowing to occupy land. Roads are constructed which is serviceable for not more than 3 months, seats are reserved for ladies in APST busses but no one gets up for them, APST bus is used as goods transporter and gets award for highest revenue earner award, 50 Rs cold drinks and recharge cards sold for 60, contracts as well as jobs are awarded to party workers or high profile leaders, then those who are left behind finds a group and you know. Then there is "God", floods and landslide destroying what is left and engulfing life.
I would like to tell or if possible nail it down beneath their fatty brains that whatever property we public have is a mere donation of central govt. which comes from very hard working publics of mainland India. And these shameless creatures in Arunachal besides being dead weight to Mother earth have audacity to even touch it. If you feel so desperate to destroy something at times do yourself a favour, destroy the evil in you.
Furthermore what astonishes me is there are numerous organisations, NGOs and governmental organisation to look after these things but you know, Dil jo chaho kar jao!

Dear Editor,
I want to place my humble opinion on a matter pertaining to PWD. An organization
in the name and style of 'All Arunachal PWD Engineers Association (A.APEA)' has circulated
a notice. It purportedly put stricture on the officers of the department not to issue
no objection certificate to its subordinate engineering staffs. The circular against
issuing no objection certificate is basically to stop the `C' grader engineering
staff from re-
The mushrooming of organizations seems to have engulfed even the well-
The notification is harsh especially to junior engineers of PWD. An engineering association of the department can't act against its members. If at all this step is necessitated for the sake of the engineering fraternity then the same order should explicitly address the issue for the entire works department instead of one department only. Just issuing a copy of the circular to the head of other department wouldn't cut ice deep enough.
We would like to know from the association whether the circular conforms to relevant department code on the matter. It is against natural justice to stop us from applying for deputation job if others have already done without facing any problem. If the association really has a point then it should recall the employees who have already availed this provision. If the association can't recall the employees who are already absorbed as deputation candidate then it has no moral authority to deny the same provision to other aspirants.
Better still if the association is really serious about its foot soldier then it
should better work towards putting an end to the practice of appointing hand-
The history seems to repeat itself. When many departments were created the then PWD
head of department opposed transferring man-
So it is requested to withdraw or annul the referred order to maintain a semblance of uniformity and justice for all concerned.

Why can’t development be sustainable?
Dear Editor,
There is no iota of doubt that airfield is one of the basic infrastructures required for growth and development of an area, but then what is the use of such development where a good chunk of local populace would be displaced by using up its prime and only land. The proposal to expand Advance Landing Ground (ALG) of Old Ziro would consume almost the entire paddy field and vegetables garden of Dutta village, and half of Old Ziro, the area under paddy field is already dwindling rapidly with ever increasing population. As such to counter it, various NGOs are discouraging construction activities in the paddy field. Therefore, Apatani Youth Association (AYA) strongly opposes the establishment of Advance Landing Ground (ALG) at Old Ziro.
Why can’t development be sustainable? Why can’t we shift the airfield to outskirts, where there is no habitation and cultivation as done in all the cities? In spite of knowing these fact, why there is dogged persistence to expand the Air Field in the fast dwindling paddy fields?
We are not anti-
Therefore, a more viable option could be to shift the Air Field to the ridges of surrounding hills and use the present Air Field for setting up of Govt departments or to set up a staff colony since there is already a huge shortage of staff quarters. We need long term and project planning, our future needs in mind,
Just executing work for short term requirement would do harm to the area than the benefits. Hope wisdom prevails everywhere.

An open letter to Dept of Tourism
Dear Editor,
This is an open letter to Department of tourism, Minister Pema Khandu, Principal Secretary Tourism, G.N Sinha and Tourism Director, A.K Singh. I'm a Tourism Graduate student. As all of us know besides Hydro power only Tourism has the potential of earning revenue for our state. Keeping that in mind this sector needs fresh and technically sound employees for its development. But the scenario here is awfully disappointing. There has not been much development, instead the department is under constant limelight for all the wrong reasons.
My question here is why hasn't there been new recruitments? Has all posts been occupied? If so, when was these posts advertised? Because I've been waiting for it since 3 long years.
All the concern specialist like Engineers, Doctors or Lawyers are well sought in their concern departments. What about us? To add to our woes there are only few hotels were we can work, that to for a mere allowances which is hardly enough for our daily bread and butter. Yes there are few tour operators but they are also not running smoothly, rather they have a bumpy ride. It’s because of lack of infrastructure development by the govt. It is also worth mentioning that due to recent violence, political turnmoil and lack of transportation(pawan hans service being cancelled ), there is high reduction for tourist volumes.
With all these odds I still believe in potentials of tourism and consequent economic prosper of our state.
Therefore, I request the authorities to kindly start recruitment process and if there is something to explain, let’s hear it because you owe that much to us as public representatives and servants!
